Driving Licence Validity in Norway

One of the first questions visitors ask is whether their driving licence is valid in Norway. The answer depends on where your licence was issued and whether you’re visiting or moving here. The rules differ significantly between EU/EEA licence holders and everyone else.

EU/EEA licence holders

If your licence was issued in an EU or EEA country, it’s valid in Norway for as long as it’s valid in your home country. You don’t need to exchange it, and there’s no time limit on how long you can use it — even if you become a Norwegian resident.

This includes licences from all EU member states plus Iceland and Liechtenstein.

UK licence holders (post-Brexit)

Since Brexit, UK driving licences are no longer treated as EU/EEA licences in Norway. This means:

  • Tourists: Your UK licence is valid for 3 months from the date you enter Norway
  • New residents: Valid for 3 months from the date you register a Norwegian address. After that, you must exchange it for a Norwegian licence.

The exchange process for UK licences is relatively straightforward — you typically don’t need to retake the driving test, but you must apply through Statens vegvesen.

US licence holders

US driving licences are valid in Norway for 3 months as a tourist. If you’re just visiting on holiday, you’re covered.

However, if you move to Norway, the situation is more demanding: there is no licence exchange agreement between the US and Norway. This means American residents must:

  1. Take the full Norwegian theory test
  2. Take the full practical driving test
  3. Complete any required training (including mandatory darkness driving, first aid, etc.)

Other non-EU/EEA countries

The general rules for non-EU/EEA licence holders:

  • Tourists: Foreign licence valid for 3 months from entry date
  • New residents: Valid for 3 months from registering a Norwegian address
  • Temporary workers (up to 6 months): Foreign licence valid for the entire stay

Some countries have exchange agreements with Norway, allowing a simplified licence exchange without retaking the test. The list of countries with exchange agreements changes periodically.

International Driving Permits (IDP)

An IDP is a standardised translation of your licence. Norway generally does not require an IDP if your licence is in a Latin alphabet, but it can be useful as a translation aid if your licence is in a non-Latin script (Arabic, Chinese, Japanese, etc.).

An IDP is not a substitute for a valid driving licence — it’s only a supplement.

Practical tips

  • Check before you travel. Don’t assume your licence is valid — verify the rules for your specific country.
  • Carry your physical licence. Digital or app-based licences are not accepted.
  • If you’re moving to Norway, start the licence process early. The Norwegian driving test has waiting times and the process can take months.
